About the Position: This position is located at Fort Sam Houston, Texas which is located in the middle of San Antonio. This is a Direct Hire Solicitation

Duties

Serve as Budget Analyst for the programming section of the Program and Budget Branch, Resource Management Division, Brooke Army Medical Center (BAMC). Formulate and justify the organization's budget as a senior analyst at the largest DoD Health Readiness Platform. Develop narrative justification statements and presentation material for budget submissions and reprogramming requests. Execute the budget in accordance with fiscal law and all applicable regulations. Provide financial advisory services, program resource analysis and budgetary information. Design, develop, and maintain data management systems, data models, and databases that meet current and future business requirements of the organization and its customers. Conduct or participate in cost comparison/benefit studies of current or projected programs. Develop or participate in development of in-house bids for comparison to contractor bids.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• A Personnel Security Investigation is required.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
• A pre-placement medical examination is required.
• Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
• This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
• This position may include shift work (evenings, weekends, holidays).
• Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051.

Specialized Experience: One year of specialized experience which includes formulating and/or monitoring the execution of long-range(three to five-year) detailed budget forecasts. Develop plans to fund the implementation of substantive programs and projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted
