Duties
Serves as a Lead Project Officer over various types of simplified and complex acquisitions reporting to the Acquisition Assistance Supervisor.
Provides guidance, oversight, expert technical, resource, financial and acquisition planning advice to Project Officers, Project Analysts and to J-7 customers.
Participates in contract management pre-award processes and post-award contract management processes and provides input when determining the exercise of any contract option periods.
Plans, organizes, integrates, communicates and executes each acquisition life cycle project to ensure all elements of planning are accomplished.
As Team Leader, executes the Acquisition Assistance support capability ensuring a high level of quality in customer support and reports the effectiveness through the Acquisition Assistance Supervisor to the Acquisition Assistance Program Manager.
Collaborates internally and externally regarding acquisition planning and procurement projects.
Outlines acquisition requirements, objectives, and resource limitations by obtaining appropriate data from business and technical officials utilizing thorough and effective market research techniques.
Develops the solicitation packages and conducts reviews of scope of work (SOW)/performance work statement (PWS) with the requirements generator prior to submission to the Contracting Office.

- As Functional Service Manager (FSM) and IAW DLAM 5000.74 the FSM will be designated, certified, and maintain certification. FSM certification is a five (5) year certification which must be recertified via DAU FSM refresher training at that time.
Qualifications
To qualify for a Acquisition Project Officer, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

Reviewing and evaluating project progress; and
Responsible for exercising independent judgment to satisfy complex requirements in planning, organizing, integrating, communicating and executing each acquisition life cycle project to ensure all elements of planning are accomplished.
