Duties
This position serves as a Program Manager for supply, storage and distribution initiatives in the Logistics Policy and Strategic Programs Executive Directorate (J34).
Acts as a principal advisor to the Director, DLA Logistics Operations (J3) for implementation, planning, coordination, cross military service coordination/collaboration, execution monitoring, communication, training and on-site assistance actions.
Provides program management and oversight for supply, storage and distribution and acquisition initiatives, as well as other DLA Retail focused initiatives, with the Military Services, DLA Headquarters and DLA field activities.
Provides full oversight and responsibility to coordinate the implementation of the assigned program.
Accomplishes extensive coordination with representatives from each of the Military Services and internally with representatives from throughout the Agency Headquarters as well as with the DLA field activities.
Makes major recommendations on significant program and policy issues affecting DoD.
Makes recommendations which may impact Agency and DoD immediate and long range goals, objectives, plans, and schedules to meet substantial changes in legislation program authority, funding, and/or management team decisions.
Champions Enterprise business processes and requirements, liaison with the Military Services and DLA organizations and plan, coordinate and administer the transformation of processes, methods and metrics.

Qualifications
To qualify for a Supervisory Strategic Program Manager your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Knowledge of multi-functional logistics processes, policies, directives and other regulatory material (Congressional, DoD, GSA, USTRANSCOM and DLA) with a comprehensive understanding of and demonstrated experience with supply management and distribution processes to identify and control milestones applicable to assigned functions.
Experience with oral/written communications to refine DoD level regulations, studies and procedures for assigned areas of responsibilities, and to present briefings to senior officials of DoD, the Military Services, DLA and other external organizations.
Extensive knowledge and proven experience with supply, storage, and distribution to develop strategic modernization and transformational initiatives for the Enterprise.
Developing policy and procedural changes and identify systems changes required to support an agency.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
