About the Position: This position serves as the Deputy Chief of Staff for the U.S. Army Security Assistance Command located at New Cumberland, PA.

Duties

Recommend the development of processes and systems to further the organizational mission. Ensure organizational programs, plans, and policies are integrated into an overall plan of operation. Advise on matters pertaining to integrating Command and subordinate organization staff processes to advance readiness efforts. Ensure audit compliance through management of internal control processes and programs. Oversee financial and administrative processes to ensure compliance with fiscal appropriations and regulatory guidelines. Implement higher headquarters programs/projects designed to sustain readiness operations, missions, and responsibilities. Establish performance standards, performance plans, and evaluates performance of subordinates to ensure they meet organization goals and objectives. Identify developmental and training needs of the organization and of employees to optimize efficiency, effectiveness, and economy of each position. Eliminate barriers to communication between elements within the command. Communicate guidance for carrying out operations to improve program effectiveness and end state of readiness capabilities. Resolve sensitive issues which may be controversial in nature. Engage with local, state, and/or Federal officials to include key staff committees to implement accountability and/or management of assigned programs. Manages and provides input as required for command strategic messaging both to internal and external stakeholders. Analyze high visibility programs to provide recommendations for implementation and evaluation. Conduct major analytical and implementation efforts to produce policies and regulations. Develop short- and long-range program goals and plans to advance organizational mission and operational requirements. Manage critical support services in the areas of facility management, safety, risk management and special staff functions.

Requirements

  • Incumbent must obtain and maintain a secret security clearance.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • This is a Mission Essential position. If this area experiences severe weather conditions that result in the installation being closed you are still required to report for or remain on duty.
  • This position may be required to perform an unusual tour of duty (e.g., evenings, weekends) in connection with stated duties.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone. No substitution of education for experience is permitted.
