About the Position: Serves as an Engineering Technician in the areas of civil or mechanical engineering.
Duties
Serves as a Project Manager for construction, and repair projects for all phases of a project, from predesign to construction phase.
Determines requirements, authors Scope of Work (SOW) or Performance Work Statements (PWS), Independent Government Estimates (IGE), and other contract support documents.
Monitors and controls project execution.
Keeps abreast of current developments in the engineering and architecture fields and particularly its various specializations to ensure applicability of the most efficient and practical methods to assigned projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment Physical Examination to ensure the required level of physical health and ability or fitness to perform the duties of the position.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position has a requirement to lift up to 40lbs. in the regular performance of duties.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes: 1) Developing construction design plans for projects based on standards and regulations such as maintenance or construction; AND 2) Using computer aided drafting and design programs and estimating software packages to assist in preparing plans and specifications for contract scopes; AND 3) Coordinate and monitor construction operations after the award for various activities i.e., Contract Officer's Representative, customer, etc, to avoid undue interruption of work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-9).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
