The following are the duties of this position at the full working level.
Plays a key role in the construction, editing, and publication of webpages, content blocks, and multimedia components. Ensures content and design adhere to web standards such as accessibility, plain language, editorial style and other published standards and guidelines, such as the Online Design Guide, the IRS Style Guide and Plain Language legislation.
Demonstrates subject matter expertise in content display and website performance. Leads other employees through identification and resolution of these issues and subsequent reporting to senior leadership and stakeholders on the nature, cause, duration, and resolution of any problems
Shows expertise in web publishing techniques and technologies, including Cascading Style Sheets (CSS), Hypertext Markup Language (HTML), and web content management systems.
Leads quality assurance testing to validate content updates are accurate and render effectively across browsers and devices before and after publication.
Creates and designs mock-ups of web content in lower environments in support of content creation and/or content improvement initiatives.
Performs other duties as assigned.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-14: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience developing guidelines and procedures governing the planning and delivery of Servicewide web products, and to provide expert advice, guidance, and recommendations on critical issues affecting web production and design. Experience with web management best practices including search engine optimization, user experience, user-interface design, responsive platforms and design, cross browser/platform testing, and accessibility standards to ensure the website is optimized for user experience. Experience with common web publishing technologies and best practices, as well as expertise in the creation and publication of content using a What-You-See-Is-What-You-Get (WYSISYG) editor. Experience reading, troubleshooting, and manually coding HTML and CSS markup. Experience using analytical techniques, principles, concepts, theories, and methods to analyze facts, draw conclusions, and recommend solutions to problems that often apply to large websites and initiatives with multiple stakeholders. Experience leveraging these skills in the qualitative and quantitative analysis of website operations and to apply the results of these analyses to the development of strategies and guidelines that enhance program effectiveness and improve the management of processes and systems. Experience with production and formatting of web content, articles, and other online content to perform quality assurance.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
