Online Services - Digital Products
The following are the duties of this position at the full working level:
Develop, maintain, and disseminate an in-depth understanding of taxpayer market segments and associated taxpayer needs through extensive use of business expertise and available market research tools. Develop "Market Requirement Documents" (details new feature being proposed, who the target customers are, what products are in competition with the one being proposed and why customers should want the product), and create business cases (or justifications) on why the new products/features are needed.
Work closely with executive-level business unit representatives to develop product portfolio strategies inclusive of product performance tracking metrics and rationalization strategies.
Define and manage product roadmap definitions and life cycles to ensure productivity throughout the entire product life cycle from idea to post-launch product phases, with a clear and complete product view throughout. Collaborate cross functionally with Servicewide Communications and Liaison, as well as other business units, to establish marketing plans and development activities. Develop and implement product positioning training along with materials for marketing and operations.
Actively participate in executive level discussions with IRS procurement and outside vendors to ensure proper resources are acquired suitably and cost effectively.
Coordinate and represent top management's position on complicated and controversial project issues with all impacted parties. Articulates authoritative information and policy areas in discussions between IRS management and other agency officials (i.e. Department of the Treasury, GSA, OMB, etc). Serves as key point in facilitating the resolution of controversial/sensitive implementation issues through creative methods and techniques.
Develop standardized marketing presentations, proposals, scripts, etc. Create marketing collateral including case studies, data sheets, whitepapers, Frequently-Asked-Questions (FAQs), and feature and/or benefit sheets. Track customer care, dashboard, metrics and customer satisfaction to measure performance and functionality of products, services, and features.
Manage the entire product development lifecycle: define the problem and the market opportunity that this new feature will address; establish milestones and priorities; drive the creative design; write product requirements for the engineering team to implement; work with software engineers to build and test the new feature; measure and report on product performance after it goes "live"; balance business needs, taxpayers needs and technological capabilities in developing IRS' online products and features.
Participates with the Director in formulating new or revised policies related to the development or modification of online applications or the IRS.gov website, as well as to ensure successful delivery of information technology services in response to requests from senior leadership and external stakeholders such as Treasury, Office of Management and Budget, and Congress.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-15 Level: To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the GS-14 which is the next lower grade level of the normal line of progression of this position in the Federal government.
Specialized experience for this position includes:
Experience serving as a digital Product Manager (or in a similar position), who is responsible for defining and managing product roadmap definitions, lifecycles and enhancements. This would include experience establishing the current state of products in order to define direction and goals based on customer needs and business requirements; defining desired experiences for key product users; conducting research to determine what new digital features should be incorporated and developing product performance metrics.
In addition, you must have:
Experience developing and managing web analytics programs and tools to track and analyze data to assess and improve the effectiveness of a website.
Experience with digital/multi-media marketing to build brand recognition, using digital channels.
Experience compiling data from various products and channels for an all-inclusive analysis.
Experience must also include developing data visualization techniques, such as dashboards to compile data and visualize trends and occurrences to understand Key Performance Indicators and other strategic data; and,
Developing, launching and managing new digital features and/or products and/or 3rd party application programming interfaces (API).
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
