OLS
The following are the duties of this position at the full working level.
Directs, coordinates, and integrates the work of individuals multiple teams in the accomplishment of project assignments. Provides key oversight and leadership to individuals team members. Resolves any relationship problems or conflicts that impede progress; ensures that all involved parties work effectively to deliver a quality project program in a timely manner. Ensures team members are adequately briefed on and trained to deal with all aspects of the project, adhere to established policies, and produce a product that meets the overall project objectives. Monitors project status and adjusts work plans, schedules, and assignments for project accomplishment, and ensures all project tracking and documentation aspects are completed accurately, thoroughly, and timely.
Utilizes the full range of project management skills in the accomplishment of work assignments. These include responsibility for addressing such areas as compliance integration with organizational goals and objectives; workload and workflow issues; managing or administering project resources; monitoring project activities and resources to mitigate risk; implementing and maintaining quality assurance processes; and making improvements, solving problems, and taking corrective actions when problems arise.
Plans, establishes, and coordinates operating methods and procedures for accomplishing projects. Establishes a system to review, control, and report on project status. Conducts in-depth analysis of project data, requirements, and effect on overall achievement goals. Identifies problem areas trends and determines best approach for addressing resolving. Conducts briefings and prepares comprehensive reports to keep top managers and executives fully apprised of project plans and progress, and to communicate findings and recommendations. Coordinates the impact of the projects with all affected employees and managers within the Service, and with individuals and organizations outside the Service. Serves as the primary liaison with the Department and other agencies for the full scope of the assigned OLS project program.
Evaluates information pertaining to controversial project areas, recognizing the need for consistent application of legal or procedural positions and the establishment of clear precedents. Develops innovative solutions to exceptionally difficult issues affecting overall policy and or project accomplishment.
Takes a leadership role in coordinating and representing top management's position on extremely complicated and controversial project issues with all impacted parties. Articulates authoritative information and policy areas in discussions with top-agency management and or representatives from other agencies institutions. Represents National Office interests and endeavors for the assigned project throughout the Service; functions as the resident expert relating to all aspects of project planning, execution, and implementation. Ensures that completed projects meet all Federal regulations and IRS directives policies. Serves as key person to top management in addressing resolving those areas.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-15 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Experience using a wide range of qualitative and quantitative analytical and evaluative methods and techniques to assess digital project/program effectiveness, devise and determine appropriate evaluation methods and measurement techniques, identify data sources, including the identification of new data sources, and accomplish studies of broad scope and complex projects that improve organizational effectiveness and efficiency.
Experience with verbal and written communication for a wide variety of audiences including peers, managers, and executives. Experience delivering technical and/or analytical presentations and information reports and briefings to management and executive leadership; explaining project goals, solutions, and expected outcomes. Experience with project and application management principles and processes (e.g., traditional project management, rational unified process, waterfall, Agile and basic system engineering processes) related to application and online service design, development, and deployment. Experience in critical thinking, market research, requirements gathering and analysis, integration and utilization of analytics, measures, and metrics in problem solving for solution development leading to the development of project roadmap(s), project plans, and business case(s). Experience with post-deployment monitoring and assessment and problem-solving skills to research and develop initiatives that support a business's mission and goals.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
