This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Equal Opportunity and Civil Rights (OEOCR). As a Program Analyst, GS-0343-13, you will as a senior program analyst, providing leadership and technical authority to the Office Director, Deputy Director, and Group Directors on budgetary and contract management matters.

Duties

Plans, analyzes, and evaluates budgetary and contractual activities within the component. Supports budget and contract-related research for component programmatic activities by performing work such as literature searches, synthesis of nformation, and compiling data from numerous source. Develops new policies, procedures, and guidance materials or adapt existing guidance in response to new regulatory requirements and to promote budgetary and contract efficiencies in program operations. Serves as a liaison for the budgetary aspects of program work. Responds to inquiries and provides advice, assistance, and guidance to groups or individuals within and outside the immediate organization.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: Preparing contract related documents (e.g., Statement of Work (SOW), Cost Estimates, Statement of Objectives, Schedule of Deliverables) that meets the requirements of applicable statutes, regulations, or agency policy; AND Providing guidance or interpretation to management, stakeholders, or staff on budgetary and/or contracting related regulations, procedures, processes, and/or policies (e.g., Federal Acquisition Regulation (FAR), Office of Management and Budget (OMB) "passback" process, Federal Budget Cycle, etc.); AND Analyzing and evaluating financial data to develop budget plans, projections, or internal controls. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
