STEM position(s) are being filled through the Office of Personnel Management's delegated Direct Hire Authority, open to all U.S. citizens. Selections made under this bulletin will be processed as new appointments to the civil service. Current civil service employees would, therefore, be given new appointments to the civil service. Under the provisions of the Direct Hire Authority, Veterans Preference and the "Rule of Three" do not apply.

Duties

This announcement serves as public notice. Applications submitted be placed into a pool and will remain on file for selection as positions become available. Vacancies may be filled for up to 6 months after the closing date of this announcement. Applicants may not receive notifications of referral status until the full 6-month eligibility period has elapsed. Applications may be gathered from additional recruitment sources. These will be added to the pool created by this announcement. Conducts independent research into the application of operational research techniques, such as predictive modeling and profiling, to improve agency operating efficiencies. Analyzes agency-wide plans and proposals. Identifies potential conflicts and interdependencies with other plans, projects, and proposals. Plans, coordinates, analyzes, and evaluates administrative policies, procedures, and operations. Participates in and provides input in the planning and management studies necessitated by program and organizational changes. Tracks a range of workforce data, conducts statistical analyses, and presents trends and preliminary findings to managers. Statistical analysis may become the basis for further studies and/or changes to operating procedures. Serves as the point of contact for authoritative information on the administrative policies, procedures, and requirements. Provides recommendations on the most economical means of achieving workforce goals and objectives. Evaluates and provides recommendations on the impact of new or revised policies and procedures on the existing organization. Develops data management policies and practices to support the mission of the agency. Provide expertise and consults on all new major data-related or data-intensive initiatives. Works closely with program managers to develop data quality measures and practices to improve the agency’s data and to protect confidential information. As an expert on long-range planning, recommends, and participates in developing strategies for implementing planning for a major office or program. Recommends short and long-range goals for the organization, develops detailed plans for implementing them, and oversees the implementation of these goals. Leads operational efforts related to resource management, contract administration and acquisitions, and other support services. Delivers regular progress reports that track project statuses and milestones while identifying and addressing potential roadblocks.

To qualify at the GS-15 level, you must have the following: At least 52 weeks of specialized experience at the GS-12, or equivalent, which is in or related to the work of the position to be filled which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include: Experience evaluating sources of information to determine any limitations, in terms of reliability or usability. Good fundamental understanding of a range of AI techniques and ability to match techniques to problems. Making decisions or providing recommendations on AI predictive modeling and data analytics projects that influence policies, projects, or programs, and securing leadership buy in and/or stakeholder consensus. Defining effective objectives and product goals and formulating/tracking measures of success. Analyzing data to inform operational decisions or activities. Conducting research on emerging AI technologies and best practices to ensure the organization remains a leader in the field. Working closely with cross-functional teams, such as data engineers, software developers, and domain experts, to understand business requirements, gather data, and translate insights from predictive models into actionable recommendations.
