The incumbent serves as the Deputy Assistant Inspector General (DAIG) for the Office of Resource Management (ORM). The DAIG directly supports the Assistant Inspector General for Resource Management (AIGRM) and works with the AIGRM to direct the activities of ORM. Duties

Supervises staff and responsible for performance management. Provides support to all staff within assigned programs, including determining and implementing program goals, designing, and implementing organizational structures to promote program goals. Allocating of resources for all assigned programs developing and setting effectiveness and productivity standards, monitoring work products to assess and evaluate accomplishments, and determining problem areas impacting achievement of goals. Developing plans to resolve identified areas. Formulates and executes the OIG budget, conferring with SSAs Office of Budget, the Office of Management and Budget (OMB), and the Congress on all budget matters. Oversees the performance of a wide range of analytical, technical, and advisory functions related to the budgetary process and the analysis of financial and economic issues and activities facing the organization, including the review. Perform analysis of proposed and/or enacted legislation and regulations. Provides expert advice on the OIGs budget activities and keeps the Assistant Inspector General for Resource Management (AIGRM) informed of the status of the OIGs execution of its current-year budget and planning for future-year budget requests. Advises the AIGRM on the organizations ability to undertake and fund mission-critical projects. Leads national recruiting and placement programs for the OIG. Oversees the performance of a wide range of analytical, technical, and advisory functions related to human resources, including policies and procedures. Provides organizational staffing analyses, succession planning, and the OIGs Senior Executive Service performance appraisal system. Provides expert advice on the OIGs human resources programs and activities and keeps the AIGRM informed of the status of the OIGs current and projected staffing plans. Advises the AIGRM on the organizations ability to recruit for key positions and recommends strategic approaches to fill positions, through various Federal appointment methods and hiring authorities. Directs national facilities management programs for the OIG. Oversees the performance of a wide range of analytical, technical, and advisory functions related to facilities management, including office moves and buildouts, space requirements, lease options, etc. Provides expert advice on the OIGs facilities and operations programs and activities and keeps the AIGRM informed of the status of relevant projects. Advises OIG leadership on organizational facilities and operational issues and makes recommendations to improve organizational efficiency, through centralization of certain functions to maximize agency resources. Represents the OIG at meetings and in work groups, internally and externally, at the direction of the AIGRM or executive leadership, as needed.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-14 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicants with the knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include: Leading and managing individuals or teams and coordinating work efforts. Monitoring and evaluating program effectiveness. Reviewing, interpreting, and implementing Federal policies and procedures related to budget, human resources, or facilities management. Analyzing and presenting management information. Qualification requirements must be met by the closing date of this announcement. Applicants for promotion must have 52 weeks at GS-14. Time in grade requirement must be met by the closing date of this announcement.
