This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight, Division of Automated Verifications and Special Enrollment Period Policy (DAVSEP), Marketplace Eligibility and Enrollment Group.
Duties
Serves as a technical advisor to leadership, drafting policies and regulations that promote the
alignment and modernization of programs related to Special Enrollment Periods (SEPs) and Failure to Reconcile (FTR).
Resolves complex and unprecedented issues specific to SEPs, offering guidance that influences leadership decisions on emerging challenges.
Provides technical expertise and collaborates with various stakeholders to achieve mutual objectives through workgroups, special projects, and specific assignments that require coordination within, across, and beyond organizational lines.
Reviews, evaluates, and drafts recommendations concerning the private health insurance market, advising management on these recommendations.
Reviews, evaluates, and contributes to the development and maintenance of legislatively required reporting, public-facing guidance to states, and training materials that support accurate eligibility determinations.

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Conducting policy analysis and program operations related to the Special Enrollment Period (SEP) provisions covering Marketplace coverage eligibility and verification AND (2) Overseeing data analysis related to coverage transitions, eligibility support program operations, and outreach operations for coverage transitions. AND (3) Leading special assignments that address significant management, operational, and policy issues, ensuring cohesive issue and information analysis across relevant work units.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
