This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight,(CCIIO), Oversight Group (OG), Division of Plan and Issuer Compliance (DPIC).
As a Supervisory Health Insurance Specialist, GS-0107-14, you will serve as the Deputy Director for the Plan and Issuer Compliance Division.
Duties
Oversees submission and review of policy forms from health insurance issuers for compliance with the Affordable Care Act (ACA) market reforms and the No Surprises Act (NSA).
Provides technical assistance regarding CMS rate review program policy, operations, and the Unified Rate Review Template instructions.
Oversees grants to states for planning and implementing the insurance market reforms and consumer protections under Part A of title XXVII of the Public Health Service Act.
Develops performance standards, reviews work performance of subordinates, and finds ways to improve production or increase the quality of the work directed.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
(1) Reviewing plan documents or policy forms from group health plans or health insurance issuers for compliance with the market-wide reforms in Parts A and D of Title XXVII of the Public Health Service Act (i.e., the market-wide reforms in the Affordable Care Act (ACA), Consolidated Appropriations Act, 2021 (CAA, 2021), or No Surprises Act (NSA)).
AND
(2) Providing technical assistance to group health plans, health insurance issuers, or state departments of insurance on issues pertaining to the market-wide reforms in Parts A and D of Title XXVII of the Public Health Service Act (i.e., the market-wide reforms in the Affordable Care Act (ACA); Consolidated Appropriations Act, 2021 (CAA, 2021); or No Surprises Act (NSA));
AND
(3) Planning, coordinating, mentoring, and/or assessing the work of team members or subordinates with respect to private health insurance coverage or group health plans.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
