This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight (CCIIO), Consumer Support Group (CSG), Division of Assister Programs (DAP).
As a Health Insurance Specialist, GS-0107-14, you will provide technical guidance to leadership on all aspects of managing Marketplace in-person assister programs.
Duties
Serves as technical advisor to Division leadership overseeing the development, implementation, and operations of key systems used by the Division of Assister Programs (DAP).
Oversees all aspects of system development, implementation, and operation of processes, systems, and tools used in the management and operations of Federally-facilitated Marketplace (FFM) in-person assister programs.
Leads and collaborates with others to achieve project and program objectives, milestones, and deliverables on Marketplace in-person assister-related projects and programs.
Ensures all Marketplace in-person assister-related requirements are developed, in production, and maintained in accordance with key program and contract project deadlines and milestones.
Provides expert guidance and recommends process improvements to ensure a coordinated and accurate end-to-end user experience, including providing technical assistance to internal and external stakeholders.

In order to qualify for the GS-14 grade level, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Overseeing contracted projects with deliverables for external stakeholders related to health care or health care coverage;
2) Developing operational or system requirements related to health care or health care coverage; AND
3) Making recommendations on policy and/or operational improvements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
