This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight (CCIIO), Payment Policy & Financial Management Group (PPFMG), Division of Risk Adjustment Operations (DRAO).
As a Supervisory Health Insurance Specialist, GS-0107-15, you will direct staff responsible for the administration of the permanent risk adjustment program.
Duties
Serves as the Director of DRAO who exercises supervisory authority over the staff. Supervises, directs, and coordinates the work of staff and contract personnel in grades through GS-14.
Maintains good employee communications and relations and reviews work performance of subordinates to assure successful goal implementation.
Manages analytical studies and projects, supervises the preparation of reports and documentation, and provides leadership input regarding risk adjustment program or other financial program operations.
Maintains continuous liaison with applicable stakeholders, other divisions and groups within CCIIO, the Center for Medicare, Office of Financial Management, Center for Program Integrity, Office of General Counsel, and Department of Justice.
Leads the development, implementation, and execution of the policy, operational, and business requirements related to the risk adjustment program.

In order to qualify for the GS-15 grade level, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Developing policy, operational, and/or business requirements related to the HHS-operated risk adjustment program or other health insurance or financial programs;
2) Collaborating and/or negotiating with stakeholders to provide oversight on policies and operations for the HHS-operated risk adjustment program or other health insurance or financial programs; AND
3) Planning, organizing, and/or assessing work activities for subordinate/team employees.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
