Duties
You will support the Command on Industrial Security matters at the Naval Surface Warfare Center Indian Head Division (NSWC IHD) to ensure NSWC IHD implements all requirements of the National Industrial Security Program (NISP)
You will originate, draft, review, and revise Contract Security Classification Guidance and Specifications and Performance Work Statements/Statements of work.
You will review DoD regulations, policies, manuals and operating instructions for the Industrial Security Program; and maintain Industrial Security Standard Operating Procedures.
You will be responsible to oversee the contractor credentialing program and serve as Mission Partner Affiliation Sponsor via the Mission Partner Identity, Credential and Access Management (MP ICAM) for contractors aboard NSWC IHD
You will maintain various systems of records and databases with accuracy and efficiency.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
FOR NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS-09/10 equivalent grade level) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing industrial security policies and procedures to assess and manage security requirements for contractors and ensure compliance with Industrial Security Programs.
FOR NT-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-02 (GS-05 through GS-08 equivalent grade level) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: interpreting and applying industrial security policies and procedures to assist with contractor security compliance in support of Industrial Security Programs.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the NT-04:
Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full academic years of progressively higher level graduate education.
OR
Successful completion of LL.M, if related.
OR
Havea combination of experience and graduate education as described above that equates to one year of experience.
For the NT-03:
Successful completion of a master's or equivalent graduate degree.
OR
Successful completion of two full academic years of progressively higher level graduate education.
OR
Successful completion of LL.B or J.D. , if related.
OR
Have a combination of experience and graduate education as described above that equates to one year of experience.
