You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (Personnel Security Program Team Lead) in the Corporate Operations Department (10), Security Division (105), within the Security Policy and Programs Branch (1051) of NAVSURFWARCEN IH DIV.
The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $145,617).
Duties
You will serve as the Personnel Security Program Team Lead/Insider Threat Program Manager leading a team of personnel responsible for all matters regarding the eligibility of personnel to access classified material.
You will make personnel security recommendations to the Commanding Officer via the Security Director regarding initial and continued security clearance eligibility and access to classified information and service in a sensitive position.
You will approve security clearance eligibility for new hires.
You will lead the coordination of the command's program for continuous evaluation of eligibility for access to classified information or assignment to sensitive duties.
You will collaborate with the command's Special Security Officer (SSO) and Special Access Program (SAP) Control Officer (SAPCO) to ensure compliance with higher direction on the processing of personnel security matters on eligibility assignments.
You will lead Insider Threat Working Groups to inform, educate and coordinate activities; and establish procedures to access, gather, integrate, and provide for reporting of relevant and credible information across the Command.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: interpreting and executing security policies and procedures to provide technical guidance and direction on the analysis and resolution of personnel eligibility to access classified information ensuring compliance with personnel security program requirements.
