You will serve as an Administrative/Technical Specialist (KMI Operating Account Manager) in the Special Security Branch of the Security Division of the Corporate Operations Dept. of NAVSURFWARCEN IH DIV. NT-04 is equal to the GS-11/12.

Duties

You will reside as the Key Management Infrastructure Operating Account Manager (KOAM). You will serve as a Communications Security (COMSEC) Custodian. You will be responsible for the security and accountability for materials and equipment related to the COMSEC Account. You will provide guidance, advice and assistance in developing program definition. You will draft and/or revise instructions and procedures for the protection, installation, and use of COMSEC information and systems. You will provide written guidance concerning handling, accountability, and disposition of COMSEC material to all Local Element (LE) personnel. You will provide training to ensure that all personnel handling COMSEC material are familiar and compliant with all proper COMSEC procedures.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • Ability to be certified as Navy KOAM or complete the Navy KMJ Operating Account Manager Course (W-3B-1500) within 90 days of assignment.
  • Ability to obtain DOD SPeD Security Fundamentals Professional Certification (SFPC) within 2 years of employment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning and implementing protective methods and security procedures for Communications Security (COMSEC) to resolve vulnerabilities or security issues to prevent unauthorized access to information, materials, or equipment for an organization. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR

OR
A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus percentage of the required experience must equal one hundred percent.
