This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Information Resources Office in Washington D.C. or Lakewood, CO.
Duties
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
Provides administrative and technical oversight to subordinate staff.
Lead the deployment of new systems; and provides authoritative input on evaluating future applications and their impact on enterprise architecture, migration strategies such as planning for continuity of operations, and resolutions to issues of systems operational performance.
Plan implementation and project teams researching and developing requirements and assessing the performance of IT systems and their operations or procuring new technologies.
Assist with acquisition and budgetary actions in support of fiscal year budgetary planning and operations.
Work with the ACIO, ACISO and other stakeholders to ensure that critical mission systems and applications are compliant with IT security requirements and enhance interoperability and integration for business applications and IT infrastructure.
Translates strategic plans and technical guidance into objectives, strategies, and architectural guidance as required to support mission relate initiatives.
Provide briefings to senior leadership, and key enterprise stakeholders on IT projects/task status and significant developments, including metrics, stakeholder needs, and security or operational risks.
Identify areas with potential for Bureau/Department-wide coordination as appropriate, to foster common Bureau operational practices.

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience:
that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, specialized experience for this position includes but is not limited to:
1. In-depth knowledge of Sharpoint API or REST
2. In-dept knowledge of program languages such as JavaScript, Python, Java, and SQL
3. In-depth knowledge of frameworks such as Node, Angular, and .NET (Advanced)
4. Knowledge of Databases such as MySQL, Oracle Database and Redis
5. Knowledge of tools & platforms such as Git, JIRA, Kubernetes and, AWS
6. Technical knowledge in Power BI for reports/dashboards and Power Apps low code development
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.
One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.
