This position reports to the Bureau Associate Chief Information Officer and the Departmental Chief Information Security Officer located in the Office of the Chief Information Officer of the Department of the Interior, U.S. Fish and Wildlife Service. This position is accountable for collaboration on Departmental information technology security policy and implementation of the Department's IT Security Program within their respective Bureau. There is one position to be filled.

Duties

As a Supervisory IT Specialist (INFOSEC) your duties will include but are not limited to the following: Supervise and resolve issues, and plans training for a highly technical IT security team critical to the protection of the Bureau and Departmental information assets. Responsible for the security of information and system supporting Bureau assets including budget formulation and execution, security auditing, security awareness training, business security policy, and compliance reporting. Oversee development of IT security policy within assigned Bureau that advances secure IT solutions and services residing on a reliable, secure, cost efficient and effective supporting infrastructure. Responsible for reporting and coordinating with the DOI Chief Information Security Officer (CISO) on the performance of the Bureau-wide IT security program and the development of Bureau IT security policies and procedures. Manage, regulate, assess and report of Bureau IT security and ongoing assessment for compliance with Department, Federal and National Institute of Standards and Technology (NIST) policies, directives, guidelines and best practices, specifically section 3544 of FISMA. Ensure Bureau information system confidentiality, integrity and availability, and the prevention and defense against unauthorized access to systems, networks, and data. Coordinate implementation of the Departmental IT Risk Management Framework, Assessment and Authorization, Assessment and Authorization, associated continuous monitoring; and serves as the primary Bureau contact on the Computer Security Incident Response. Provide oversight in the monitoring of all Bureau systems development and operations for the IT security compliance. Oversee IT security Audit and Risk Programs which includes systems security evaluations, audits, and reviews.

  • Supervisory Probationary Period: Selectees who have not previously completed a supervisory probationary period, will be required to serve a one-year supervisory/managerial probationary period for this position.

Qualifications

Only experience and education obtained by 09/29/2023 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Minimum Qualifications for the 2210 Occupational Series at the GS-15 grade level: 1 year of specialized experience, equivalent to at least the GS-14 grade level in the Federal service. Examples of specialized experience may include: Specialized Experience may include experience in all of the following: --creating and maintaining an inclusive and diverse workplace environment, fostering development of others and effectively resolving conflicts among staff members; --performing supervisory duties to include assessing work, evaluating performance, and mentoring subordinates; --applying regulatory requirements and legislation as it applies to an enterprise information security program including the Clinger-Cohen Act, FISMA, GPRA, OMB Circular A-130 and OMB Circular A-11; --implementing IT security processes and architectures supporting the security posture of an organization; and --ensuring security of information and information systems supporting Bureau assets such as budget formulation and execution, security auditing, security awareness training, business security policy, and compliance reporting. This position is designated as a SPECIAL SENSITIVE National Security position. Prior to appointment (Entrance on Duty), it requires a fully completed and favorably adjudicated National Security Background Investigation (SSBI or SSBI-PR) that is current (within the last 5 years). Once employed, further processing for special access approval (SCI) will also occur.\ Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
