Duties
This position is located within the United States Department of the Interior (DOI), Office of the Secretary, Office of the Associate Chief Information Officer. This position will be located in either Washington, D.C. or Lakewood, Colorado.
At the full performance level (GS-14)the major duties of this position include, but are not limited to the following:
1. Leads Capital Planning and Investment Control (CPIC) regulations and policies and coordinates all activities related to Departmental Offices investment portfolio.
2. Develop and interpret policies, procedures, strategies governing the selection, control, and evaluation through Departmental Offices.
3. Completes staff work required to support Departmental Offices governance boards. This includes developing charters and broad policy documents, and ranking and scoring criteria for evaluating investments. Reviews, scores, and ranks business cases using Office of Management and Budget quality criteria as required.
4. Provides end-user support for technology used to support the CPIC process.
5. Participates in the development of strategies, policies, and guidelines to implement new laws, regulations, directives and policies issued by DOI and external oversight agencies.
6. Reviews and ensures alignment with capital planning regulations and policies, such as the Clinger-Cohen Act, Federal Information Technology Acquisition Reform Act (FITARA), and Technology Business Management (TBM) framework to Department or agency requirements.
The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor permission.
Salary Information
Lakewood, Colorado: GS-14, Step 1: $135,860.00 - GS-14, Step 10: $176,620.00 per annum.
Washington, D.C.: GS-14, Step 1: $139,395.00 - GS-14, Step 10: $181,216.00 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:To qualify for this position you must meet the requirements described below AND the specialized experience for the series to which you are applying.Individuals must have IT-related experience demonstrating each of the four competencies listed below.

Specialized Experience: To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Demonstrated experience in managing IT investment portfolios to evaluate strategic alignment and cost benefit analysis.
2. Demonstrated experience completing work required to support investment review governance boards - including developing charters and broad policy documents.
3. Demonstrated experience in conducting audits of IT programs and projects to ensure compliance.
4. Demonstrated experience in applying capital planning and investment control processes in adherence to laws such as the Clinger-Cohen Act, Federal Information Technology Acquisition Reform Act (FITARA), and Technology Business Management (TBM) framework to Department or agency requirements.
