This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC HRD Personnel and Payroll Systems Division. The incumbent will serve as the technical expert for programming and analysis within the Systems Development Branch.
Duties
Leads the Branch computer specialists who analyze, design, develop, implement, and maintain the systems.
Serves as the senior systems analyst responsible for the analysis, design, development and production support of all systems maintained by Systems Development Branch.
Serves as the integration point for the programming and analysis team activities to assure coordination of the teams with the overall FPPS Program Management Division objectives and goals.
Provides technical leadership to all members of the branch, including contractors.
Conducts/leads studies for the resolution of the most complex problems and/or the addition of new complex requirements.
Qualifications
At the GS-14 Level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience in: developing prototype subsystems for complex system requirements, using fourth generation language applications development tools such Scriptcase/Connx/EntireX and/or SAG Designer/ NJAX; and experience performing technical design, documentation, development, modification, testing, installation, migration, implementation, or support of complex and sensitive applications software, subsystems, and components involved in personnel, payroll, and time and attendance using Natural, ADABAS, JCL,PHP, SQL, HTML, JavaScript, and fourth generation language application tools.
This position contains a selective placement factor (SPF) that is part of the minimum requirement of the position. If you do not meet the SPF, you are ineligible for further consideration. The SPF for this position is: ADABAS database experience and developing application software in Natural language.
