Duties
The primary purpose of this position is: to serve as an operational air planner for planning, scenario development, and execution of AF-wide operational level-of-warfare command and control exercises and experiments supporting Component Major Command (C-MAJCOM) and Component Numbered Air Force (C-NAF) level programs to provide a realistic environment to train Joint Force Air Component Commanders (JFACC), and Commander Air Force Forces (COMAFFOR) and Air Component staffs, other service commanders and staffs, joint, and coalition organizations.
Applying military rated aviation experience, analyzes, develops, and evaluates issues, and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program.
Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements.
Monitors, evaluates, and actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
Represents 505 CTS with a variety of command and functional area organizations.

- Military aviation experience is critical to the successful performance of the work.
- Position is designated special-sensitive, incumbent required to maintain a top secret security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
- Recent experience in the planning and execution of Air Force tactical and operational level training and exercise/experiments is highly desirable.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
- The employee must be able to obtain and retain a US Government official passport.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or private sector) My specialized experience includes Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as war, mobilization, rescue, mission and flying operations, deployment, rescue, foreign military sales, acquisition, weapon system/training device upgrade/modification, PPBS, special operations, or similar operations; Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; Knowledge of the various command entities involved in overall planning and execution of operations and evaluations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of Air Force military and civilian personnel processes and policies and a working knowledge of personnel support systems such as the Military Personnel Data System (MilPDS) for HQ USAF/A10.
Knowledge and experience with Headquarters Air Force and Pentagon resource allocation and administrative processes
Knowledge of a wide range of qualitative and/or quantitative methods for a) the assessment of threat delivery concepts, agents, agent behaviors, contaminant mitigation strategies and decontamination technologies; and b) improvement of Service level plans and programs for conducting operations in a CBRN environment.
Expertly skilled in human resource responsibilities, supervisory, equal employment opportunity, safety and security regulations, principles, practices, and procedures.
Ability to communicate effectively both orally and in writing, negotiate complex issues; and maintain good working relationships.
Ability to review, analyze, and support development of nuclear enterprise-wide programs and processes, such as the Nuclear Mission Assessment (NMA), Key Nuclear Billet Program (KNB), and the Personnel Reliability Assurance Program.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
