Duties

PRIMARY PURPOSE: To serve as a senior program analyst/program manager, advisor, and supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Special Activities Directorate (AFSOC/SA), Air Force Special Operations Command (AFSOC). DUTIES: Analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of highly classified, compartmented special access major command program(s) and operations. Exercises supervisory personnel management responsibilities. Documents planning, programming and requirement decisions in appropriate formats to meet Air Force and Major Command requirements. Represents HQ AFSOC with a variety of installation and functional area organizations and maintains liaison with U.S. government and civilian agencies as required to effect mission accomplishment.

  • This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This position is designated critical-sensitive, and incumbent must be able to obtain and retain a TOP-SECRET (TS) security clearance. A non-disclosure agreement must be signed.
  • Previous rated/ non-rated operational aircrew experience in AFSOC weapons systems is desirable.
  • Knowledge of Air Force Special Operations is critical to the successful completion of the work.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignment.

Qualifications

CONDITIONS OF EMPLOYMENT (CONTINUED) This is a drug testing designated position. The incumbent is subject to random testing for drug testing. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. QUALIFICATIONS: In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Management and Program Analysis (0343) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include expert knowledge of AFSOC's special operations aircraft and missions, command structure, programs, organizational relationships, program goals and objectives, AFSOC's Board and Council, and policy and procedures for the USSOCOM's Requirements Evaluation and Strategic Planning Processes; comprehensive knowledge of USAF, OSD, USSOCOM, and AFSOC concepts, principle practices, and regulations necessary to produce and analyze national level programs and services; expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and implementation of command level plans, programs and requirements for conducting major operations such as war, mobilization, exercise, rescue, irregular warfare operations, foreign military sales, PPBS, acquisition, special operations, contingency operations, long-range strategy for the bed-down/sustainment of new technology concepts, tactical and strategic airlift, training, or similar operations; expert knowledge of the DoD, Joint Staff, Air Force, USSOCOM and AFSOC regulations governing requirement processes acquisition. Working knowledge of the Joint Integration and Development System (JCIDS); to include, initial capabilities documents (ICD), capability development documents (CDD) and capability production documents (CPD); knowledge of Agency doctrine, organization, training, material, leadership & education, personnel, and facilities (DOTMLPF) and their impact on implementing solutions to AFSOC requirements that follow Air Force, OSD, and joint planning documents and guidance; and knowledge of joint special operations doctrine to include a thorough understanding of command-and-control relationships at the Combatant Command level, as outlined in joint publications and the Unified Command Plan, administrative protocol, as well as, the command relationships between AFSOC, USSOCOM, and other components. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of a wide range of qualitative and/or quantitative methods for the assessment and implementation of command level plans, programs and requirements for conducting major operations such as war, mobilization, exercise, rescue, mission and flight operations, foreign military sales, PPBS, acquisition, special operations, contingency operations, long-range strategy for the bed-down of new aircraft concepts, tactical and strategic airlift, and similar operations. Extensive knowledge of the relationship of the various Air Force entities, as well as other service components and their doctrine, involved in overall planning and execution of military operations and evaluations of all Plans/CJCS CONPLANS and the counter proliferation taskings directed to special operations forces and commands. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Skill in designing and conducting comprehensive studies; and preparing solutions to resolve substantive and/or critical problems/issues of effectiveness and efficiency under the Joint Integration and Development System (JCIDS) for a major command program. Ability to plan, organize, and lead others in studies or projects and negotiate effectively with leadership and analysts to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established requirements, concepts and procedures. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
