The primary purpose of this position is to: To exercise first level supervisory and managerial authorities as the Branch Chief within a Major Command (MAJCOM) Headquarters.
Duties
Plans, organizes, and directs the activities of the Operational Capabilities Development and Service Requirements Branch (A5KR), ensuring that the command's Capabilities Integration and Development process complies with congressionally mandated requirements and that the Service Requirements comply with legal and regulatory requirements and that both meet customer needs
Exercises supervisory personnel management responsibilities
Directs the development and implementation of processes governing contracted services requirements
Represents the AFSOC Capabilities Development and Service Requirements Branch
Serves as the sole technical representative overseeing contractor support

- Completion of RQM 310 is highly desirable but must be completed within 6 months of assignment in accordance with Joint Staff guidance. Completion of RQM 110 is mandatory
- This is a competitive Promotion NTE one year. The individual selected for this position may be extended or made permanent without further competition
- "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement
Qualifications
Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).
This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management And Program Analysis series 0343
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, exercise, rescue, PPBS, acquisition, contracting, special operations, or similar operations; extensive knowledge of agency planning, programming, budgeting, and execution system actions; services requirements process; systems modification and acquisition programs; science and technology; programming actions; manpower and organization; contracting; financial management; policy, doctrine, mission area plans, force structure, and Operational Test and Evaluation (OT&E); ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of a small organization.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, exercise, rescue, PPBS, acquisition, contracting, special operations, or similar operations.
Extensive knowledge of agency planning, programming, budgeting, and execution system actions; services requirements process; systems modification and acquisition programs; science and technology; programming actions; manpower and organization; contracting; financial management; policy, doctrine, mission area plans, force structure, and Operational Test and Evaluation (OT&E).
Skill in designing and conducting comprehensive studies and preparing solutions to especially broad, important, and severe problems/issues of effectiveness and efficiency of work operations in a major command associated with military operational and contingency areas.
Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established requirements, concepts and procedures.
Skill to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships.
Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of a small organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
