About the Position: Performs a range of tasks supporting field and office engineering for assigned projects. Projects may include new facilities, major renovations, upgrades, maintenance, and environmental remedial activities, vary in type and size, involve multiple customers, and frequently characterized as highly technical and complex.
This is a developmental position. The duties of this position lead to the full performance level of GS-0809-11. See Additional Information section.
Duties
GS-09: Performs journeyman level work similar to GS-11 that are more complex.
GS-10: Performs journeyman level work similar to GS-11 that are more complex.
Performs a range of tasks supporting field and office engineering for assigned projects.
Performs Biddability, Constructability, Operability, and/or Environmental (BCO/BCOE) reviews of plans and specifications.
Reviews contractor's proposed work schedules for logic, adequacy, and feasibility and determines if schedules will be met.
Monitors contractor’s quality assurance and quality control (QA/QC) systems.
Maintains and monitors daily construction logs, reports, and records and network analysis systems.
Gathers field data to negotiate contract modifications and claims.
As required, participates in emergency and disaster operations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- During site visits you may encounter exposure to wind, rain, cold and hot weather, working near waterways, and potentials for flash floods.
- Exposure to dust, strong odors, fumes from fuels, chemicals, or engine exhaust; high levels of noise and vibration; electrical hazards; moving parts and machinery.
- Long periods of standing, walking over rough, slippery, uneven or rock surfaces; recurring bending, crouching, stooping, stretching, and climbing may occur when at the sites.
- This position has a requirement to lift up to 50 lbs. in the regular performance of duties (testing, sampling, or measurement equipment).
- This position requires the employee to use personal protective equipment such as protective gear, life vests, hard hats, safety goggles, safety shoes, and hearing protection.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time regular visits to construction, industrial, marine, or other outdoor sites
- This position requires the second shift work from the hours of 1530-2400 (3:00pm to 12:00am).
- You may be subject to a one-year probationary period.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
GS-10 Specialized Experience: One year of specialized experience which includes assisting with coordinating and planning construction projects, inspecting, and monitoring quality control duties during construction projects such a new facilities, renovations, upgrades, and maintenance of buildings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
GS-11 Specialized Experience: One year of specialized experience which includes coordinating and planning construction projects with contractors, inspecting, and performing quality control on construction projects such as new facilities, renovations, upgrades, and maintenance of buildings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
