About the Position: Serve as project coordinator with full responsibility for the quality assurance of assigned construction projects involving military, Department of Veterans Affairs and civil construction activities through a quality essence inspection unit.

Duties
Provide day-to-day direction to lower-graded construction representatives concerning the operations of the work unit.
Take part in design review conferences, reviews preliminary plans and specifications prior to advertisement for practicability, anticipated physical obstructions and other construction difficulties and availability of selected materials.
Review final plans and specifications for construction feasibility and practical accomplishment and interprets technical portions for other participants.
Review or initiates proposed changes in contract requirements makes recommendation for desirability, construction feasibility, and reasonableness of costs.
Perform office engineering duties including, review of shop drawings, preparing response to contractor inquiries, as well as, performing the following work related to contract modifications.
Participate in negotiation of contract modifications.
Review engineering records, files, as-built project drawings and prepares technical correspondence incident to modification.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes reviewing construction technical data for progress reports, preparing data for processing of pay estimates for construction projects, preparing cost estimates and quantity takeoffs, negotiating changes with contractors' representatives and enforcing construction industry and safety standards on vertical construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
