This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel for the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Construction Control Representative. Projects may include new facilities, major renovations, upgrades, maintenance, and environmental remedial activities. Provides training and oversight for lower graded employees assigned day-to-day responsibilities on projects.
Duties
Performs Biddability, Constructability, Operability, and/or Environmental (BCO/BCOE) reviews of plans and specifications.
Participates in pre-bid and pre-construction conferences informing contractor of requirements on construction scheduling, reporting, safety measures, and labor issues.
Conducts site visits.
Reviews contractor's proposed work schedules for logic, adequacy, and feasibility and determines if schedules will be met.
Participates in contractor’s preparatory and initial meetings for each phase of construction.
Exercises onsite authority to make controlling decisions on such items as plans and specifications, methods used by contractor, compliance with labor, health, and safety laws, and adequacy and accuracy of contractor’s records.
Monitors contractor’s quality assurance and quality control (QA/QC) systems.
Gathers field data to negotiate contract modifications and claims.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Ability to obtain and maintain a valid driver’s license.
- Lifting items less than 50 pounds.
- Use of safety and protective clothing, gear, and/or equipment.
- Long periods standing, walking over rough, slippery, uneven or rock surfaces; recurring bending, crouching, stooping, stretching, and climbing.
- Exposure to dust, strong odors, fumes from fuels, chemicals, or engine exhaust; high levels of noise and vibration; electrical hazards; moving parts and machinery.
- Travel may be required 10% of the time.
- Special training, licensing, certification, refresher courses, and/or permits, such as for OSHA, COR (Contracting Officer’s Representative), or flight line access may be required.
- Outdoor conditions may include exposure to wind, rain, cold and hot weather, working near waterways, and potentials for flashfloods.

In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes coordinating and planning construction projects with contractors and inspecting and evaluating construction projects for compliance with plans and specification on renovation and new construction projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-10).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as engineering, construction, or industrial technology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
