About the Position: Serve as a senior Construction Control Representative that supports one or more of the following program areas: Civil Works, Military, HTRW, Environmental, and Interagency- International Support, and/or emergency or disaster operations support.

Duties
At the full performance you will:
Participate in pre-bid and pre-construction conferences informing contractor of requirements on construction scheduling, reporting, safety measures, and labor issues. Conducts site visits.
Exercise onsite authority to make controlling decisions on such items as plans and specifications, methods used by contractor, compliance with labor, health, and safety laws, and adequacy and accuracy of contractor's records.
Recommend adjustments and changes and works closely with the contractor to develop an effective system. Inspects and resolves questions on workmanship, equipment, and materials.
Review daily logs and reports reflecting construction progress, quantities of materials or other pay items placed, equipment breakdowns, labor shortages, weather conditions, etc., and any unusual circumstances encountered.
Prepare QA review list on final inspections of completed contracts.
Compile data and prepares a variety of correspondence, reports, and documents throughout the contract and construction period.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
- This position has potential to be exposed to dust, strong odors, fumes from fuels, chemicals; electrical hazards; and requires incumbent to use safety and protective clothing, gear, and/or equipment provided by the employer.
- This position may require special training, licensing, certification, refresher courses, and/or permits, such as for OSHA, COR or ARCO duties, or flight line access.
- This position has a requirement to lift 50lb or less using two man lift techniques and/or use of lifting device in the regular performance of duties.

GS-09 Specialized Experience: One year of specialized experience which includes assisting with the review and interpretation of construction project plans, drawings and specifications and developing technical requirements and specifications for construction and modification projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

Education: Two years of graduate level education in a field directly related to the work of the position, such as Construction Management, Engineering, Architecture.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.
GS-10 Specialized Experience: One year of specialized experience interpreting construction project plans, drawings and specifications and experience conducting quality control reviews on constructions projects that range from medium to large. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
GS-11 Specialized Experience: One year of specialized experience coordinating and planning construction methods and procedures with contractor personnel; evaluating construction projects for compliance with plans and specification; inspecting construction work sites and work in progress for; AND performing quality control duties on renovation and new construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone at the GS-10 and GS-11 grades--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-08/09/10).
