This position is located at the US Army Tank - Automotive & Armaments Command, Program Manager Light Armored Vehicles Office. PM LAV is a U.S. Marine Corps Board Select 0-6 program staffed by Department of Army Acquisition Professionals. The Program Office is a direct support to the Marine Corps Program Executive Office Land Systems.
Duties
Serves as Assistant Program Manager responsible for managing new systems through advanced development, production and fielding; or fielded systems undergoing extensive modification, retrofit, or rebuild.
Directs the work of specialists within the office and, through functional managers, the activities of a great many matrix support.
Exercises management control of all functional inputs to the program.
Develops plans for accomplishment of assigned projects.
Directs effective utilization of project resources.
Develops and establishes the controls necessary to manage internal operations, matrix support and the support of other command and agencies.
Analyzes the impact that contemplated budget revisions, proposed adjustments, legislative changes, economic trends or directives from higher echelons may have upon projects.
Maintains a continuous up to date cognizance of all aspects of project(s).
Establishes priorities, maintains control and all project milestones and takes necessary action to ensure that all milestones are met.
Maintains liaison with appropriate representatives of DA, industry, supporting organizations and involved foreign governments to assure up-to-date awareness of the planning of all actions.
Attends high level conference and meetings with representatives of DoD, DA, AMC and other commands and agencies, private industry and foreign countries.

- Selectee must meet position requirements for practitioner certification in (A) Program Management within 60 months as of entrance on duty.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.

Specialized Experience:
In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-02 (GS-11 equivalent) grade level in the Federal service which includes: 1) Coordinating acquisition support activities necessary to meet program objectives; 2) Directing the effective use of project resources to accomplish program objectives; 3) Developing controls to manage internal operations, matrix support and provide support to commands; 4) Analyzing the impact of budget revisions and/or proposed adjustments for current projects.
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (or GS-11 equivalent).
This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.

Practitioner (formerly Level II): This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Program Management-A) certification within 60 months as of entrance on duty.
