About the Position: The Program Executive Office, Ground Combat Systems (PEO GCS) is responsible for providing world-class affordable, relevant and sustainable ground combat vehicles to Joint Warfighters. With a focus on developing current and future systems, PEO GCS is leading the production and management of all combat vehicles for the Army.
Duties
Serves as Supervisory Deputy Project Lead for assigned Acquisition system and/or related acquisition program.
Balances cost, schedule and performance to assure best value for the Army.
Interfaces with external stakeholders such as representatives from OSD, Joint Staff, HQDA, TRADOC, ASA(ALT), PEO Staff, and other commands and agencies.
Maintains continuous liaison and monitors collaborative planning with pertinent military users, DA staff and other agencies to render advice and counsel on assigned management activities.
Reviews programming documents received from HQDA to determine effect on assigned programs.
Responsible for the analysis and evaluation of programs as they affect assigned equipment.
Oversees POM planning, cost estimating, program planning, programming, budgeting, program integration, interoperability and oversight.
Serves as advisor to officials with broader and higher responsibilities on status of project, progress made, projected future plans, and problems. Conducts briefings at all echelons of the OSD, HQDA, and if required, Congress.
Performs the full range of administrative and technical supervisory duties.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectee must meet position requirements for advanced certification in (A) Program Management within 48 months as of entrance on duty.
- This is a Critical Acquisition Position (CAP).
- This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- Position is designated Security Cooperation Workforce and must comply with conditions of employment outlined in the interim Implementation Guidelines for the DoD Security Cooperation Workforce Certification Program 2.0, November 6, 2023.

SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience, your resume must describe at least one year of specialized experience equivalent to the NH-03 in the Federal service which includes 1) Managing a high visibility defense program with risk and complexities characterized by compelling and conflicting requirements, continuous trade-off and compromise, and high dollar investment; 2) Working in various areas of the defense acquisition process such as program management, development, test and evaluation, contracting, production, and financial management; 3) Managing the work of an organization that includes civilians, military, and contractors in the performance of acquisition work; 4) Analyzing current program schedule in order to develop a comprehensive, time-phased budget designed to meet mission requirements; 5) Interfacing with external stakeholders or representatives from various commands, agencies, or private industry on matters affecting program execution.
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 ( or GS-13 equivalent).
