Duties
Serve as the Associate Director, focused on providing Ground Systems Cyber Engineering support to all of Ground Vehicle Systems Center.
Lead a high paced organization that is pushing modernization of the Army by incorporating ground system cyber survivability and cyber
resiliency into future multidomain operations.
Manage GVSCs cyber engineering matrix support to Program Manager Offices across both Program Executive Offices at Detroit Arsenal.
Manage cyber technology development initiatives to enhance ground system cyber resiliency, setting direction, guiding SMEs, securing
resources and communicating to all levels of management in the Army.
Perform strategic planning for Ground Systems Cyber Engineering and implements assigned strategic objectives on improving operations
including coordinating software assurance, streamlining work processes, and enhancing customer service.
Implement GVSCs vision and initiatives for ground systems cybersecurity and all support to GVSC mission partners.
Assign and review work for GVSC Directorate and resolve any technical or operational problems.
Oversee budgets managed and executed by the organization.
Ensure requisite competency planning, personnel forecasting and training are proactively managed to meet mission requirements and
projected growth.
Provide strategic direction and advises subject matter experts to ensure consistent messaging and alignment of all ground systems
cybersecurity activities under GVSC.
Represent the Command at high-level conferences and meetings with representatives across government agencies and private industry on
matters pertaining to area of responsibility.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This position requires Temporary Duty (TDY) or business travel approximately 20% of the time away from your permanent duty station.
- This is a Critical Acquisition Position. Unless specifically granted a position waiver by the Director of Acquisition Career Management or the Army
Acquisition Executive the following requirements are mandated.
- Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
- Advanced Career Level Certification must be met within 4 years.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year
probation to assess your ability to perform supervisory duties is required unless previously completed.
- Appointment to this position is subject to a Three-year probationary period unless the appointee has previously met the requirements as
described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the
duration of employment. A background investigation and credit check are required.

Specialized Experience: To qualify applicant must also meet the one year of specialized experience in any of the following for the position. Specialized experience is defined as experience: 1) Manage various product and/or service teams engaged in research, development and/or engineering (RD&E). 2.) Serve as a liaison between internal and external agencies. 3.) Process a variety of system disciplines to include systems engineering, product assurance, propulsion, track and suspension, simulation, software, electronics, survivability, prototyping, vehicle configuration, etc. 4.) Manage procedures and practices in accordance with DOD acquisition and life cycle management policies, procedures, and practices.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
