About the Position: The Program Executive Office, Ground Combat Systems (PEO GCS) is responsible for providing world-class affordable, relevant and sustainable ground combat vehicles to Joint Warfighters. With a focus on developing current and future systems, PEO GCS is leading the production and management of all combat vehicles for the Army.
Duties
Serves as Supervisory Deputy Product Manager for assigned Acquisition system and/or related mission equipment.
Manages all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment and product improvements with a multi-million-dollar annual budget.
Manages a government team consisting of assigned civilian and military personnel, matrix and support civilian and military personnel, and the efforts of principal contractor teams.
Interfaces with external stakeholders such as representatives from OSD, Joint Staff, HQDA, TRADOC, ASA(ALT), PEO Staff, and other commands and agencies.
Leads and coordinates the combined efforts of the Army industrial team in expediting assigned program responsibilities.
Visits industrial facilities, other government agencies and high headquarters to assure adequate program accomplishment.
Reviews programming documents received from HQDA to determine effect on assigned programs.
Oversees POM planning, cost estimating, program planning, programming, budgeting, program integration, interoperability and oversight.
Conducts briefings at all echelons of the OSD, HQDA, and if required, Congress.
Performs the full range of administrative and technical supervisory duties.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 15% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectee must meet position requirements for advanced certification in (A) Program Management within 48 months as of entrance on duty.
- This is a Critical Acquisition Position (CAP).
- This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.

SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience, your resume must describe one year of specialized experience equivalent to the NH-03 level in the Federal service which includes the ability to: (1) Managing system design, development, acquisition planning and programming; (2) Executing all aspects of the acquisition process (such as development, testing, system integration, production, sustainment and product improvement); (3) Tracking and monitor cost, schedule and performance of project/programs or products; (4) Directing the development of contract strategies, Statements of Work (SOW), Request for Proposals, source selections, technical evaluations and contract negotiations; (5) Preparing/presenting information decision briefings; and (6) Supporting Program Objective Memorandum (POM) planning, cost estimating, budgeting, program integration and oversight.
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (or GS-13 equivalent).
