There is a vacancy for an attorney to serve as Counsel, Naval Audit Service (NAVAUDSVC). The position offers career growth and experience as a Counsel and leader within a client organization. The position is located on the Washington Navy Yard, DC, and reports to the Office of the Deputy General Counsel. This position is not a remote position.

Duties

You will provide legal advice on difficult and extremely complex problems; advise clients on matters. You will analyze the probable outcomes of cases and matters using knowledge of legal precedents. You will present and summarize cases; draft and interpret laws and legislation; and evaluate findings and develop strategies and arguments in preparation of matters and cases. You will represent and advocate for the DON and provide legal advice and counsel, in the form of oral advice and written opinions. You will perform administrative functions as related to the practice of law and participate in organization-wide or command level initiatives.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

The position will be filled under the General Schedule (GS) pay system at the GS-15 level. To be selected at the GS-15 level, the candidate must have a minimum of five-and-a-half years of recent and relevant professional legal experience commensurate with the duties and responsibilities of the position. Preferred qualifications include experience with government audits or compliance and/or familiarity with the organization, processes, and procedures of the DON. The successful applicant must be a U.S. citizen, have graduated from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court. The successful applicant must be able to obtain and maintain a Secret security clearance. Occasional travel may be required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

The successful applicant must have graduated with a J.D. or LL.M. from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.
