There is an anticipated vacancy for the position of Section Head in the Environmental and Occupational Safety and Health Section of the Office of Counsel, Naval Sea Systems Command (NAVSEA). The position is located at NAVSEA Headquarters at the Washington Navy Yard, 1333 Isaac Hull Avenue, S.E., Washington, D.C
Duties
You will provide, and supervise the section members in providing, legal advice and assistance to NAVSEA headquarters elements, NAVSEA-affiliated Program Executive Offices, the Naval Nuclear Propulsion Program, and NAVSEA field activities.
You will provide legal advice in the environmental area to ensure appropriate treatment of environmental matters, real property law, and litigation support.
You will provide legal advice in the occupational safety and health (OSH) area, including advising on Command-wide policy, reviewing pertinent portions of contracts, and assisting field activities in the resolution of emergent OSH issues.
You will provide drafting or analysis and comment on legislative and regulatory proposals in both the environmental and the OSH areas.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Qualifications
This position will be filled at the NH-IV (equivalent to GS-15) pay level under the Acquisition Demonstration (AcqDemo) Pay System.
To be eligible for selection at the NH-IV pay level (equivalent to the GS-15), the applicant must have at least five and a half years of recent, substantial, and relevant professional legal experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
The successful applicant must have graduated with a J.D. or LL.M. from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.
