About the Position: The incumbent is responsible for programming and analyzing Directorate of Public Works services involving maintenance and repair, minor construction, engineering support, utilities and environmental support.
Duties
Maintain Builder Sustainment Management System (SMS) and provide program integrity by inventorying, assessing data within the database.
As a Management Analyst you will perform the following duties:
Conduct studies to identify processes and programs that require or would benefit from an internal review.
Develop recommendations to resolve substantive problems that affect the effectiveness and efficiency of processes and/or programs.
Perform quality control of the General Fund Enterprise Business System (GFEBS) data.
Create custom data queries in General Fund Enterprise Business System (GFEBS) to extract specific information.
Develop operational support documents to execute the Installation Status Report (ISR) or Common Level of Support (CLS) reports.
Analyze GFEBS data for trends and efficiencies of work allocation/completion.
Requirements
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience required: At least one FULL year of specialized experience at or equivalent to at least the GS-09 grade level in the Federal service. Specialized experience is defined as experience entering technical data into an automated project tracking system systems such as General Fund Enterprise Business System (GFEBS) and/or Builder Sustainment Management System (SMS); assisting with the preparation of a variety of productivity reports, fact sheets, slides and charts; and calculating technical data to measure process improvements and capture customer feedback .

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, management, etc.(NOTE: Transcripts must be attached to application package)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
