The primary purpose of this position is Subject Matter Expert responsible for performing professional client systems technician duties, identifying and resolving hardware, software and system problems and providing world class support.
Duties
Provides expertise in support of software applications, networks, communications and planning and becomes recognized authority in the development and interpretation of guidelines.
Provides technical guidance and instruction to users and other IT professionals.
Serves as a senior technical advisor to management.
Serves as senior technical advisor on cyber, IT, or IM activities.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. An example of creditable specialized experience is described as: Extensive knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of computer systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of computer systems.
2. Ability to apply methods, practices, and applications used for trouble shooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to stay informed of state-of-the-art and emerging technology.
3. Ability to lead, motivate and guide small teams of IT professionals toward goal accomplishment of special projects and assigned tasks. Demonstrate leadership abilities, including the ability to communicate, negotiate and challenge peers, the ability to adapt leadership style to a variety of situations, and the ability to model high standards of honesty, integrity, trust, openness, and respect for the individual.
4. Knowledge of network customer use and systems maintenance sufficient to give needed guidance or effective training to customers and client systems technicians on a wide range of network and system topics to explain new technologies, best practices, and prevent problem recurrences.
5. Knowledge of customer support principles sufficient to receive, respond to, and ensure complete resolution of problems.
6. Strong ability to communicate effectively with a broad range of personnel both orally and in writing and to use computer software applications in support of communications and presentations.
Ideal Candidate: (Will not be used for qualifications determination)
Ideal candidate would have several years' experience and expertise with customer service, equipment hardware, software and troubleshooting, network administration, network integration, and network vulnerability. Candidate would have demonstrated examples of leading and working with teams and thriving in a team environment.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
