Duties
As a Deputy Division Director ODR, you will:
Serve as a delegated authority in allocating and controlling efficient use of division resources (e.g. funds, personnel, property, etc.).
Provide leadership to resolve complex programmatic issues that affect CDBG-DR grantees on a nationwide basis.
Develop training and technical assistance for grantees and HUD staff across the country.
Direct technological updates and prepares budget proposals to ensure robust program evaluation and reporting in HUD systems.
Brief senior leaders regarding grantee specific issues and develops solutions for grantees when necessary.
Develop policies, standards, and procedures to implement and oversee the use of CDBG-DR funds and ensure effective and efficient administration of the funds.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized Experience for this position includes:
Supervising or leading a team working on administering the Community Development Block Grant (CDBG) program at the federal, state, or local government level; AND
Interpreting regulations, notices, policies, guidance or instructions that implement statutory requirements grant programs; AND
Collaborating with senior leaders and other disaster recovery roles to establish and promote program goals and objectives.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
