WHAT IS THE OFFICE OF THE CHIEF PROCUREMENT OFFICER?

The following are the duties of this position at the full working level.
Provides program guidance and direction to the Business Units and separate reporting activities on all matters pertaining to business and life-cycle acquisition processes. Develops policies and plans for direction, integration, and execution of related acquisition functions and activities and related planning programs in budgeting, financing, and contracting and accounting to develop and maintain an effective and integrated procurement acquisition process.
Incumbent participates in detailed reviews of major program acquisition documents to ensure the program's business strategy is sound, it eliminates unnecessary requirements, and it will provide the best value for the government.
Serves as recognized expert contract review board member and reviews and recommends procurement strategy, plans, and techniques for largest and newest IRS systems. Programs involve new and complex systems with critical public and political scrutiny requiring complete and innovative plans and strategies.
Serves as the senior specialist assigned acquisition business systems and applications. Oversee, from a functional perspective, the requirements definition, design, development, implementation, and fielding of automated tools and systems that improve the acquisition business process throughout the IRS community. The initiatives may range from site or service unique applications to IRS standard systems.
Incumbent supports efforts to modernize, standardize, and improve these processes by the use of business process re-engineering, application of information technology and electronic commerce initiatives and utilization of best practices.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-15: To be eligible for this position at this grade level, You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level. To be qualifying, your experience must reflex working with expert knowledge of contracting and procurement regulations, complex technical specifications and contracting principles, including the latest policies, procedures and techniques, to design, develop and implement technical aspects of initiatives and programs; Advising all levels of management on policy guidance and strategic direction. Demonstrated ability to implement contracting terms and conditions, complex technical specifications and source selection techniques employed in evaluation technical proposals; Independently able to gather, assemble and analyze information to draw logical conclusions regarding complex technical information; Develop verbal and written communications to brief Senior Management and/or Executives regarding the status of projects.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
