This position is located in the Department of Housing and Urban Development, Assistant Secretary for Public and Indian Housing.
Duties
As a Director Program Support Division, you will:
Lead analytical, research, evaluation, data tracking, application development, and establish system business rules for programs in the Office of Public Housing Programs. In this role, you will manage and direct the activities of other analysts, analyz data system and programmatic needs and makes appropriate recommendations to the Director of the Office of Public Housing Programs and supporting Divisions. Act as a troubleshooter for the most complex systems and data problems within HUD and public and state housing authorities in the USA and its Territories.
Serve as policy expert and advisor regarding program policies, plans, and courses of action and are responsible for analyzing and recommending program policy in light of proposed or recently enacted legislation, regulations, and other issuances that bear on the mission of the Office of Public Housing Programs.
Assist the Director of the Office of Public Housing Programs in the administrative and technical direction of the Office of Public Housing Programs and is accountable for the effective and efficient operation of the Division and for the accomplishment of goals.
Direct a staff of program analysts, housing program specialists, data analysts and management information specialists with knowledge of the Public Housing Program. The staff develops and provides all automation reports systems related to policies, program and financial management, operations, and assessments of Public Housing Programs.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
Managing low income/affordable housing program operations and systems, leading a remote staff or team, and making program performance recommendations. Examples of this experience may include:
-Managing program data analysis activities and operations; or
-Making recommendations to improve efficiency and effectiveness of program performance; or
-Oversight and management of a Program Portfolio that includes but not limited to Public Housing; or
-Handling short and long term planning and management of an office including budget, resources, staff supervision, performance, staff development and/or training; or
-Evaluating subordinates, providing disciplinary action, and/or resolution of grievances.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
