Duties
You will lead the Industrial Control System (ICS) Program Team within NAVFAC Hawaii and coordinates closely with, and receives direct support from, NAVFAC Hawaii's Command Information Office (CIO) ICS Program Manager.
You will represent the Command as the technical authority and consultant on all matters pertaining to the ICS Program.
You will be responsible for the technical direction of JCS to numerous professional personnel, including those from Asset Management, Capital Improvements, and CIO at NAVFAC Hawaii.
You will provide briefings, point papers or other information to Commanding Officers, Public Works Officers, major claimants and other federal, state or local jurisdictions as required.
You will ensure timely performance by team members of a satisfactory amount and quality of work which includes maintaining flexibility to provide quick action on changing high priority projects to meet fluctuations in Command deadlines and programs.
You will provide subject matter expert level analysis, evaluation, and recommendations on a broad range of ICS topics including system planning, design, operation, maintenance, construction, contracting, costs. economics, policy and procedures
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1). Developing and maintaining project criteria, schedules and budgets in conformance with project and customer requirements. 2). Develops long range infrastructure operating and maintenance plans for ICS based on evaluation of system design, condition, constraints, analysis off future requirements, evaluation of economic environment, and consideration of policies and budget. 3). Monitor and control industrial systems such as electrical distribution; steam, water, wastewater, and power production plants; central energy management control systems; smart meters; boiler management controls; direct digital Heating Ventilation and Air Conditioning (HVAC) controls.
