You will serve as a SUPERVISORY PUBLIC PRIVATE VENTURE PROGRAM MANAGER in the PUBLIC PRIVATE VENTURE (PPV) DIVISION of NAVAL FACILITIES ENG COMMAND HAWAII.

Duties

You will serve as the senior program manager for project development, property management, and overall business agreement execution and long-term asset management. You will interpret program-wide and specific metrics and translate their meaning to develop tangible strategies to improve program/project performance. You will negotiate complex business agreement(s) with private industry. You will manage, oversee, and monitor the Government's investment in Public Private Venture (PPV) program(s). You will plan work of subordinates, to include setting and adjusting priorities and preparing schedules for completion of work. You will provide advice and counsel to subordinates on technical, administrative, and professional development matters. You will integrate across all NAVFAC functions to manage the Business Agreement(s) in behalf of Supported Commands.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Must be able to obtain and maintain Business Agreement signature authority at Echelon IV level.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector for Military Privatized Housing Initiatives planning for, managing and overseeing the execution of projects to include third-party capital financing, lender underwriting, real estate options, business strategies, design and construction, environmental requirements and negotiating business agreements.
