You will serve as a HUMAN RESOURCES SPECIALIST in the TRANSFORMATION PROGRAM OFFICE of OFFICE OF CIVILIAN HUMAN RESOURCES OPERATIONS.

Duties

You will provide critical technical HR support to the Transformation Program Office to include recommending long-term implementation strategies, drafting briefings, preparing meeting agendas, and drafting civilian HR process documents. You will assist with the accomplishment of a wide variety of projects that often result is improved or new processes, tools and/or procedures which enhance HR operations. You will assist with special studies to analyze overall or program specific human resources operations, to identify problem areas, and to develop solutions for improving efficiency, accuracy and quality of services. You will review, develop and refine guidance, procedures and standards for new and changing processes. You will evaluate data in conjunction with the mission, types of positions, and staffing plans of Office of Civilian Human Resources (OCHR).

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing data to assist in studies on human resources practices or procedures and development of recommendations to improve efficiency, accuracy and quality of program operations. For the GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector gathering and compiling data to assist in studies on human resources practices or procedures to improve program operations. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-09:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR

OR
A combination of experience and graduate education as described above that equates to one year of experience

For the GS-07:
Successful completion of 1 full year of graduate level education
OR
Successful completion of a Bachelor's degree with superior academic achievement (see below for clarification text).

SUPERIOR ACADEMIC ACHIEVEMENT (SAA): Superior Academic Achievement is based on: (1) class standing; (2) grade-point average, or (3) honor society membership. 1. Class standing - applicants must be in the upper third of graduating class in the college or university attending based on courses completed. 2. Grade-point average (G.P.A) - applicants must have a grade-point average of: a. 2.95 or higher out of a possible 4.0 ("B" or better) as recorded on official transcript or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of my curriculum, or b. Based on grade-point average of 3.45 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum. 3. Election to membership in a national scholastic honor society as listed by the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.
