Duties
This position is located in the Patent Trial and Appeal Board (PTAB). The incumbent serves as a recognized technical expert within the United States Patent and Trademark Office (USPTO) in the field of software design and development related to business process reengineering of complex business processes. In this capacity, the incumbent assists the Chief Judge, Deputy Chief Judge, and Board Executive by establishing effective relationships with a broad range of PTAB system stakeholders, the Office of the Chief Information Officer, and the Office of Information Technology for Patents, and by eliciting requirements from numerous stakeholders in geographically diverse locations to guide the development, management, and operation of the Information Technology (IT) infrastructure throughout PTAB.
Specifically, the incumbent performs or supervises the following functions:
Facilitates and collaborates with the Board Executive and PTAB staff and stakeholders to elicit, analyze, and define software features and functionality consistent with customer needs, expectations, and constraints.
Works with the Board Executive and PTAB staff to prioritize and validate requirements and participates in the development of operational concepts and strategic direction. Assesses, analyzes, acquires, and administers information resources in a manner that instills public trust and accomplishes the organizations mission and goals. Provides appropriate IT resources to enhance processes and to be used in decision making; manages the IT Budget and resources to address business unit needs.
Collaborates with and provides briefings and other requested information to the Product Line Lead (PLL) and OCIO to develop and implement internal and external improvements to PTAB IT system and system integration. Identifies and supports needed developments to stay abreast of changing and evolving IT requirements as well as increased use of PTAB operational data.
Identifies and communicates tangible business benefits and oversees the preparation of step-by- step transition guides to ensure successful adoption and implementation of new methodologies. Conducts assessments to determine overall user satisfaction, gauge the extent of user adoption, and help prioritize user requirements to ensure PTAB IT infrastructure enhances workflow and meets user business needs.
Meets with stakeholders, gathers feedback, and designs flexible solutions to unite conflicting stakeholder views.
Leads a matrixed team of IT vendor staff, PTAB judges, paralegals, and administrators, PTAB program management personnel, and other IT support staff to achieve optimal results.
Advises and evaluates requirements for IT procurement solicitations and selecting vendor based on expert judgment of proposals.
Advises and evaluate financial and technological implications of emerging technology.

The Professional Technical Qualifications (PTQs) for this position are:
1. Expert knowledge of state-of-the-art approaches to software development, maintenance, and operation.
2. Demonstrated senior level experience with obtaining stakeholder input and buy-in for changes to business processes; ability to apply process improvement and re-engineering methodologies and principles to conduct process and infrastructure IT modernization projects.
3. Knowledge of PTAB practice and procedures, appreciable breadth of knowledge in scientific and technical fields.
4. Excellent oral and written communication skills to effectively present a variety of persuasive briefings to senior management on complex technical issues in order to effectively gain acceptance of PTAB business priorities with the user community and stakeholders.

Education
Strongly preferred educational level is a technical degree in Information Technology Management, Computer Science, or the equivalent.
