This position is located in the Office of the Chief Information Officer (OCIO), National Credit Union Administration (NCUA). The incumbent will be responsible for supporting the Chief Information Officer (CIO) in establishing the organization's IT strategy and roadmap, and safeguarding, operating, and maintaining its technology resources.

Duties

As the Deputy Chief Information Officer, you will: Support the Chief Information Officer (CIO) in overseeing the IT programs, special projects, policies, services and resources necessary to support the mission and operations of the agency as directed by the NCUA Board, and Federal government regulations, directives, and guidance. Maintain a proactive vision, strategy, and enterprise roadmap for the OCIO consistent with NCUA's strategic plan. Develop and/or leverage in-house expertise (e.g., Lean Six Sigma) for identifying, creating, and/or optimizing processes for critical IT functions or services. Lead OCIO budget planning, analysis, execution, and management, including ensuring full transparency and sound and effective stewardship of allocated funds by adhering to strict internal protocols on costs and expenditures. Measure and report OCIO operational effectiveness and efficiency through a balanced score card for areas of importance such as: Customer satisfaction; Employee engagement and skill/core competency development; Impact of solution and service delivery on Agency workforce productivity and overall cost effectiveness; Use of benchmarking for identifying new methods and solutions; Compliance with Federal regulations, directives, etc.; and Internal process quality and effectiveness, and continuous improvement progress; and others. Ensure the legal, appropriate and effective acquisition of all agency OCIO IT products and services, confirming that management controls and monitoring is in place to report and measure overall success for this critical activity. Manage the effective use of a diverse staff of NCUA employees and contractors. Oversee recruiting highly qualified staff throughout OCIO. Maintain an engaged, collaborative and innovative culture for the office. Set priorities and performance standards for staff. Ensure that the OCIO training resources are allocated to maximize value and maintain a technologically leading-edge environment. Ensure compliance with current and future legislation and regulations pertaining to Federal government IT operations, such as the Paperwork Reduction Act, the Federal Information Security Management Act, Section 508 of the Rehabilitation Act of 1973 (amended) and others. Facilitate the OCIO customer engagement to understand customer experience-related opportunities and challenges, emerging requirements, and communicate future advances in IT capabilities and services. Adhere to and enforce agency security instructions and programs established by the Chief Information Security Officer (CISO) to ensure the confidentiality, integrity and availability of systems, networks and data. Respond to IT security incidents when they occur.

Qualifications

For the SS-01 grade level, you must have one year (12 months) of full-time specialized experience comparable in difficulty and responsibility to the CU-15 grade level in the public or private sector. Qualifying specialized experience must include experience serving as a senior official or executive managing a staff or division with responsibility for IT contractor sourcing, IT security, IT Operations and the full range of IT services for both on premise and cloud-based application solutions, infrastructure, and networks. Technical/Professional Core Qualification (TCQ): Demonstrated leadership experience and expert knowledge in managing IT operations, applications, and infrastructure; customer care; developing IT strategic plans; and directing resource allocation.
