This is a temporary promotion or detail not to exceed 120 days with the option to extend up to one year. Qualified NCUA staff are being presented the opportunity to serve as an executive on a detail or temporary promotion not to exceed 120 days as the Chief Information Officer (OCIO) in the Office of the Chief Information Officer (OCIO).

Duties

This position is located in the Office of the Chief Information Officer (OCIO), National Credit Union Administration (NCUA). The Chief Information Officer (CIO) is responsible for leading the Information Technology (IT) workforce, establishing the IT strategy and roadmap, and enabling the effective use of information resources and information technology for the agency. The CIO serves as the key strategic partner for IT modernization and information security and provides key advice to senior management to ensure IT is acquired and IT resources are managed and achieve agency strategic objectives. As the Chief Information Officer, you will: Exercise executive leadership, direction, coordination, and control over the NCUA's IT programs, budget, services and resources necessary to support the mission and operations of the agency and applicable policies, directives, and regulations; Pursue operational excellence in enabling the NCUA's business strategy through highly consistent, efficient, effective, and reliable process-driven technology services to achieve and/or sustain target performance measures; Oversee the agency's IT security programs to ensure the confidentiality, integrity, resilience, and availability of systems, networks and data; Oversee the Office of the Chief Information Officer (OCIO), financial management process, including contracting, capital planning management, budget formulation, execution and monitoring; Serve as expert and senior advisor to the NCUA Board and Executive Director in the areas of information resources management, including information management systems, data processing and telecommunications services, and plans to support NCUA's mission; Serve as the focal point and liaison with internal and external stakeholders for all information technology activities and programs; Direct the legal, appropriate and effective acquisition of all agency IT products and services; Support and assure that all equal employment opportunity and diversity hiring and contracting goals and policies are fully implemented and met; Oversee recruiting and retaining highly qualified staff throughout OCIO; Develop and manage customer-focused initiatives to re-engineer and improve program and IT practices while ensuring product quality and conformance to customer specifications.

Qualifications

For the SS-02 grade level, you must have one year (12 months) of full-time specialized experience comparable in difficulty and responsibility to the SS-01/SES grade level in the public or private sector. Qualifying specialized experience is defined as experience serving as an executive or senior official managing a staff or division with responsibility for IT program management; the development and execution of long-range IT plans; and overseeing and leading solutions for secure operation of end-to-end IT services. It also involves the ability to develop an expansive professional network with other organizations, and to identify the internal and external policies that impact the work of the organization. Technical Qualification (TQ): Skill in developing and administering agency-wide IT programs.
