The Health System Specialist will function in a variety of areas across the Ralph H. Johnson VA Health Care System (RHJ VAHCS). The position will operate out of the RHJ VAHCS executive office. The RHJ VAHCS, located in Charleston, SC, is a Level 1A 152 authorized-bed tertiary care teaching hospital with a $570M operating budget. It employs over 3K staff and serves more than 79,000 Veterans in 14 counties, encompassing more than 15K square miles in SC and GA.
Duties
Incumbent conducts special studies and surveys employing the principles of scientific management to assist and advise the Medical Center Director as to the most effective method for accomplishing the Medical Center's mission and goals.
The incumbent analyzes management techniques, processes, and styles for improving organizational effectiveness.
Evaluate and makes recommendations for effective organizational changes.
He/she provides advice and guidance to the Executive Leadership team, Council Chairs, Committee Chairs, Service Line Managers, Business Managers, and Administrative Officers, including advice on strategic project management tasks, and methods of implementation to meet facility goals.
Analytical techniques are varied and complex.
He/she performs work related to reviewing and monitoring the impact of programs, plans, procedures, and methodologies; and/or analyzing quality initiatives and processes.
The incumbent coordinates ongoing data collection and performs analysis to determine optimal organizational performance.
The incumbent uses available data to determine current performance and identifies data collection techniques related to specific identified problems.
Analyzes scope and effectiveness of present information-processing activities at the medical center both computerized and manual, and their relationship to and effect upon other information systems at the medical center.
The overall goal is to meet organizational objectives and customer needs to enhance teamwork and improve overall performance. Serves as internal consultant to the management team on specific program improvement and development projects such as aligning organizational processes and reinforcing new practices.
Consultant functions include training managers and supervisors, researching analytic techniques, and researching relevant literature. Performs other duties deemed necessary by the Director or any member of the Executive Leadership team as assigned.
This includes such items as chairing special investigations, assisting with the development of news releases, serving as a resource person, serving on ad hoc committees, assisting in the resolution of problems, formulating, and implementing changes brought about by special studies and day-to-day operations, developing, reviewing, and evaluating proposed projects, being managements' representative on various committees.
The incumbent directly supports the Medical Center Director by providing oversight to compliance and coordination of the Senior Executive Board.
The incumbent directly supports the Medical Center Director in the management of numerous administrative services.
Upon receiving general guidance from the Medical Center Director, the incumbent meets with Service Chiefs and the Executive Leadership team to gather information and coordinate activities, keeping the Medical Center Director informed on progress and results. The incumbent keeps the Medical Center Director appraised of all matters requiring his/her attention.
He/she attends a majority of scheduled and unscheduled meetings of the Medical Center Director, actively participating in meetings, assisting in the documentation of meeting notes when appropriate, following up on action items, and reporting progress to the Medical Center Director and Executive Leadership team.
The incumbent may be requested to provide leadership or chair a committee or meeting in the absence of the Medical Center Director. The incumbent uses good judgment in determining when to take action independently and when to consult with the Medical Center Director or Executive Leadership team.
This position requires the ability to direct and coordinate a wide variety of administrative and technical activities to ensure appropriate actions are implemented.
The incumbent is responsible to coordinate and oversee all incoming Executive Decision Memorandum and follow-up actions as declared by the Senior Executive Board and/or Medical Center Director.
Develop databases and spreadsheets for tracking and trending results to identify patterns that may be indicative of program or committee inadequacies.
Promotion Potential: The selectee may be promoted to the full performance level (GS-12) without further competition when all regulatory, qualification, and performance requirements are met.
Work Schedule: Monday - Friday 8:00 am - 4:30 pm.

Qualifications

Individual Occupational Requirements (IOR): The 0671 Occupational series has an IOR that must be met:
Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR,
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR,
Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting the above IOR, you must meet the following to qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: auditing services and documents regarding Joint Commission and VA performance standards requirements; planning, directing and organizing ongoing developments of a health care delivery system; developing databases and spreadsheets for tracking and trending results; directing and coordinating a variety of administrative activities for a program office and conducting special studies and surveys. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate degree. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
