This position serves as the Executive Assistant to the Executive Leadership Team (ELT) for the Charleston VA Healthcare System and VISN 7 Councils, providing administrative leadership and support to the Director, Associate Director/ Assistant Director or Chief of Staff in all matters pertaining to long-term and short-term planning and day-today operation of the Medical Center (both administrative and clinical.)
Duties
This position assists the assigned Executive Leadership Team (ELT) member in planning, organizing, evaluating, advising and coordinating administrative activities. Responsibilities include improvement of productivity, implementation of management controls, and short and long-range planning. Duties include, but may not be limited to the following:
Incumbent advises top management on matters impacted by programmatic/policy changes.
Incumbent assists with resources allocation decisions to include FTE ceiling, salary budget, supply budget, equipment budget, space utilization, maintenance contracts ect.
Performs in-depth, rigorous analysis of budget requests by employing techniques such as cost -benefit analysis, program trade-offs and exploration of alternative methods of funding to ensure that program objectives are met.
Incumbent regularly prepares issue briefs which are designed to inform the VISN and VACO of significant issues/ events. Ensures timely follow-up on issues raised during the Director's daily Morning Meeting.
Incumbent provides all staff support required for the Charleston VA Medical Center and VISN-level Councils that are chaired by the ELT member or for which the ELT serves as a member on the Council.
Incumbent develops major organizational proposals that involve extensive analysis prior to recommending significant changes in workforce distribution, positions and/or functional responsibility.
Knowledge of the mission, goals, organization, and programs of VA healthcare services and delivery systems, and the VA system as a whole, is required.
Incumbent will will regularly represent the ELT member of one of the most complex VA hospitals in the nation,
Incumbent will need extensive knowledge of and experience with the VA and it current operational, management, resources allocation, and strategic planning practices. Knowledge of the development, implementation and assessment of financial and workload information is also required.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/25/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience using expert-level knowledge of healthcare service administration, to analyze and evaluate broad and difficult problems and apply extensive qualitative and/or quantitative methods for program improvement.
Experience applying healthcare management principles to complex problem-solving situations.
Experience applying risk-related investigative, problem-solving and communication techniquest to a recognized, structured risk management program.
Experience guiding teams to investigate, reach conclusions and make recommendations that may potentially impact facility resources, change processes or affect the healthcare system negatively.
Experience applying advanced qualitative and quantitative techniques in order to perform thorough management analysis of current and projected diagnostic service programs.
Experience interacting effectively with healthcare facilities to seek out and secure more detailed, technical information for task accomplishment.
Experience applying extensive knowledge and skills in hospital administration principles, theories, and practices to inquiries and studies where the boundaries are broad and difficult.
Experience applying knowledge of advanced management principles with demonstrated applications to healthcare operations.

Physical Requirements: The work is sedentary. Some travel is required. No other special physical demands are required of this work. The work is typically performed in an office setting.
