The Strategic Planner is primarily responsible for developing and implementing the Director's strategic vision for the Ralph H. Johnson (RHJ) VA Medical Center (VAMC). The Strategic Planner serves as an integral part of RHJ VAMC Leadership Team, and as the lead planner of the primary referral facility for the network, serves as the local representative for the strategic planning for these referral services at the East Market.
Duties
Strategic Planning (40% of the time):
Perform analysis on the current and future needs of the medical center, identifies gaps and opportunities, and then execute business case analysis on the best strategy to accomplish multi-year facility wide program services and goals and objectives as they relate to the overall mission.
Evaluates, process, or make recommendations for effective organizational changes based on current and future (workload) projections.
Perform organizational analysis for clinical and administrative services.
The incumbent is the Co-Chair to the facility Strategic Planning Committee and represent the facility on VISN level committees.
The incumbent is responsible for coordination and development of the facility's Strategic Plan.
Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of medical center programs and operations in meeting established VHA, VISN, or VAMC goals and objectives.
Evaluate all aspects of medical center-wide programs against short and long-range objectives, identify gaps, develop action plans, and make recommendations for improvement.
Responsible for the strategic planning cycle, to include the Annual Strategic Planning Retreat, any mid-year strategic planning engagements and front-line staff planning activities.
Community Partnership Development & Capital Planning (40% of the time):
The incumbent is responsible for participating in and leading all aspects of a transaction process including prospecting, valuation, negotiation, diligence, legal agreements drafting and closing on business partnerships.
Collaborate with executives and operational leaders to vet opportunities based on their strategic and economic characteristics.
The incumbent provide updates and reports concerning strategic initiatives to the Executive Leadership Team.
As part of the Medical District Liaison for strategic planning, the incumbent is involved in all phases of special projects, studies, and analyses for the RHJ VAMC involving partnership initiatives with other federal department; state, county, and local government agencies; and private sector profit/non-profit organizations.
The Strategic Planner supports the annual capital asset management plan including Strategic Capital Investment Planning (SCIP) submission and planning.
The incumbent coordinates with the Chief Engineering and Group Practice manager, and other stakeholders in preparation of the overall Facility Action Plan and submission of specific Project Business Plans utilizing expert knowledge of VHA Support Service Center Capital Assets (VSSC).
The incumbent will make recommendations to facility and VISN leadership on current and future capital asses needs specific to the various regions of the facility's market.
The Strategic Planner is required to make presentations regarding the Strategic Plan, goals, and related topics to internal and external stakeholders at the local, VISN, and VACO level.
Project Management (10% of the time):
The incumbent serves as the Project Manager on critical system redesign projects resulting from the strategic planning process.
The incumbent will ensure that development and deployment of resources are optimally managed and administered to produce the best product, on time and within budget.
Identify and implement project management processes and procedures for project initiation, project definition, risk management, management reporting, governance, and project closure.
Research and Analysis (10% of the time):
The incumbent research and/or analyze problems, issues, or program requirements.
Provide expert analysis and advice on complex programs and issues and based on operations and changing program requirements, identifies relevant issues, and develops action plans.
Collect relevant information from a variety of complex sources, perform quantitative and qualitative analysis, and make expert recommendations to senior management.
The incumbent reconcile conflicts between basic policies and program goals; develops comprehensive reports, studies, business plans, and presentations for leadership.
The incumbent will provide administrative support and oversight of functions at other RHJ VAMC locations as assigned by management.
The incumbent will identify relevant issues, and often need to collect relevant information from many varied sources, some of which are difficult to access.
The incumbent is expected to be creative and use his/her background and technical knowledge to problem-solve using various analytic techniques.
Performs other related duties as assigned.
Work Schedule: Monday-Friday 7:30am-4pm, based on the agency needs

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement,12/21/2023 .
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You must qualify based on your Specialized Experience:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Physical Requirements: The work requires regular and recurring field visits in order to complete investigations. The work requires some physical exertion, such as extended periods of standing, recurring bending, crouching, stooping or the lifting of light items such as manuals or briefcases, or driving or traveling by motor vehicle when conducting onsite evaluations or training.
