This position is located within a Veterans Health Administration (VHA) Medical Center (VAMC) at the Department of Veterans Affairs (VA).The primary purpose of the Ambulatory Care Operations Director Group Practice Manager (ACOD-GPM) is to provide oversight and administrative management of all ambulatory care services in the VAMC and related Community Based Outpatient Clinics (CBOCs) as it relates to access to care as applicable.
Duties
Major duties and responsibilities include but are not limited to:
Work with the National Program Office, in collaboration with VAMC Service Lines, to review and develop national guidance and policies that will facilitate standardized processes.
Review and provide input on nationally issued regulations and policies for VA-wide implementation, utilizing local ACOD-GPMs and communication strategies. Works as part of a national group of ACODGPMs to ensure a wide range of local factors are considered in the development of national policies and procedures. Will be called upon weekly to collaborate with staff from other facilities and to work on national project groups to review and develop national and VISN level policies, procedures, systems, requirements documents, and business or access analysis initiatives. Coordinates and aligns system performance measures and goals with system needs and specific requirements of national or VISN cooperative efforts.
Work with Veteran Experience Advocates at the local VAMC to evaluate patient and family concerns regarding the access to services needed. Coordinate efforts with national requirements, including the My VA alignment. Coordinate efforts to ensure patient concerns are received, evaluated, and addressed in a timely and effective manner by the appropriate subject matter experts. Ensure that processes and procedures developed are data-driven.
Serve as the supervisor for a unit engaged in clinic access and data analytics. Will function independently by applying the board guidelines provided by the incumbent's supervisor. Subordinate supervisors will only bring forward the most complex cases and concerns to the ACOD-GPM for final determinations. Maintain overall programmatic responsibility for the efficient operation of the program.
Lead program planning and execution for VHA-approved program of clinic practice management at the VAMC level. Build local program to implement all national guidance. Oversee execution as primary agent for VAMC leadership.
Work independently with medical leadership and personnel at the VAMC, CBOCs, and other facilities to implement national and VISN standards, and address administrative process/system issues and other areas of concern.
. Recommends and coordinates with the facility manager on facility improvements including construction, renovation, space utilization and purchase of equipment.
Performs other duties assigned.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of Microsoft Office, Excellent Communication Skills, Experience Supervising Staff, Experience with Group Practice Management, Knowledge of qualitative /quantitative as well as analytical/evaluative methods for development and management of a major administrative programs, Knowledge of National Administrative Laws, policies and regulations such as advanced principles, clinical management directives, scheduling directive, Excellent computer and data management such as Vista, CPRS, Clinical Access Index, Knowledge of agency program goals and objectives.
